Most underground car parks are empty by day, due to everyone working. Slowly charge the battery or condesator with a normal power supply during the day (around 10h min time available) and store the energy. Later on, when the electric cars arrive, just connect to the battery and provide the energy through a transformator with the needed voltage and power to charge way faster than with a normal 220v supply without building up new infrastructure. This charging method could only be additional to others and expand the useability of electric cars by far! It all has to be one system, where you can check online before if the battery is full, or you have to make a stop somewhere else. ideally you charge everytime the car stops, but cheap and easy to build charging infrastructure has to be there.
